UK Councils Plan to Dispose of Community Hubs and Leisure Facilities to Manage Finances

Based on a new survey of local authorities, UK councils are preparing to offload social clubs, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to balance the books.

Increasing Fiscal Pressures Prompt Asset Sales

The Key Cities Group representing major urban areas in England reported that 60% of councils are intending to sell assets to meet the escalating costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for disposing of playing fields and land to support their finances, but they argue they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of councils seeking to raise money from a quick sale of holdings represented “a distinct shift from 2024, when the majority (60%) of municipal officials stated they would prioritise restructuring services and using financial reserves to weather increasing fiscal pressures.”

Detailed Examples of Proposed Sales

Medway Council in southeast England said its property management strategy featured the sale of a retail complex in a local town and a community venue in Rochester to raise 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all generate rent for Medway council, will also be disposed of under the strategy.

Council Tax Rises and Wider Fiscal Pressures

The survey of councils in the key cities group, which includes several urban centers, further found that more than 70% of councils will need to increase local levies next April to cover the growing cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council said it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting innovative approaches but some of these require time to achieve both improved services and cost efficiency,” said a council leader.

He continued: “We face demographic pressures which will persist to increase the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

Research of county councils this week further found local finances being strained by the increasing figures of children and adults needing Send support.

The County Councils Network said that local shortfalls will reach £4.4bn a year by the end of the decade, as they grapple to manage rising needs.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a policy document outlining those reforms was recently delayed.

Disadvantage and Funding Shortfalls

Based on the most recent deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, many participating urban areas were included in the most disadvantaged in England.

  • “Member cities like several major towns place in the top 30 nationally under the 2025 deprivation indices,” said the report.

“While only one key city is in the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of the nation. The figures underscores the extent of challenges confronting local leaders across major urban centers in the coming year,” the report added.

“Council officials have been explicit about the necessity for a equitable and lasting funding system that accounts for and addresses the actual extent of disadvantage and demand,” stated a council leader.

“Without this, local authorities will continue to face difficult decisions around which essential services to fund, and which to cut, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened social care provision in the last year, the study revealed.
